    We have a serious ongoing explosion in the population of community cats and kittens being born in our City, we are in desperate need of spay and neuter services to help us volunteers with this problem. We are grateful for Napa Humane and the help they have been to us but in recent days we are getting turned away with cats inside traps, we have to let them go with zero chances of ever being able to trap that one cat ever again, the Traps alone are at least 10 pounds if not more and they are work to get in and out of vehicle, back and forth to Napa. I volunteer and it takes time to do all this and we need guaranteed appointments to be able to get ahold of this situation. I also help manage a Cat Colony of 18 Cats that have been spayed/neutered. There are 4 of us dedicated volunteer's, it costs about $300.00 a month and we relay on kind people to donate to us or we buy out of pocket ourselves. I know many more doing the same thing. Our shelter is not taking in kittens at this time so I have helped. place kittens into rescues outside of our city because fosters and help is not available. I would like to Thank Pierre Washington for visiting our cat colony and being a friend to our community cats and taking the time to see and listen to our concerns.

    I am Norma Hermocillo-Cogliantry. Since moving to American Canyon in 1989, I have trapped & neutered about 25 community cats. Initially I paid for these vet services myself using Dr. Linnville at All Creatures Vet Hospital in Vallejo. Later I found out about Gracey's Fund which had donated a very large sum of money to get animals fixed through private veterinary facilities. Using Gracey's Fund, I trapped and fixed many mommas and kittens since it was not so expensive for me. During this time, I worked with all the litters to make sure that each little kitten was well-socialized. We bottle-fed many of these babies as we could not find the mommas of some litters. Once they were were well-socialized, my husband & I found them loving homes ourselves. It was a lengthy process, but well worth the effort in our opinion.

    After the funding from Gracey's Fund was depleted, we started using Napa Humane to fix the community cats. They had a program where you could make an appointment and get the community animals fixed for only $35. Later an animal-loving friend told us that we could get free vouchers from the Napa County Animal Shelter that were redeemable at Napa Humane. But it was more difficult to use these vouchers at Napa Humane because they did not allow you to schedule an appointment for the community cats & because we could find no local veterinarians who would honor the vouchers.

    We have trapped and spayed/neutered 3 adult female and 4 adult male community cats using the Napa Shelter certificates, but it has not been easy. Once you trap a cat, you are supposed to bring it to Napa Humane on a Monday, Tuesday, Wednesday, or a Thursday between the hours of 9 AM and 11 AM. This sounds fine, but even if you get there 30 to 45 minutes early and wait with your animal in their parking lot, your chances of getting them fixed that day is very slim, especially during kitten season. Anyone who has ever done trap/neuter/release can tell you that once you let a community cat out of the trap, you have just about ZERO chances of catching the creature again.

    Napa Humane is doing the best they can to keep up with the community cat population but they need help to keep up with the overflow of kittens and mommas/poppas who need to be fixed. Why couldn't the Napa Shelter contact local veterinarians who are willing to accept the vouchers? This would be a real blessing for the animals, for Napa Humane and for Napa County animal lovers.

    Dear City Council,

    As a resident and owner of Rub-A-Dub Dog Bath in American Canyon I am aware of the growing need for spay/neuter for our community cats and microchipping services for American Canyon pets.
    I trapped a feral cat and her kittens outside of my business and had to go through a rescue outside of Napa county as well had to wait over a month to get them spayed/neutered, vaccinated and microchipped at Napa Humane. I've also helped with a feral cat colony in a neighborhood that has multiplied so much within the last year and its currently still a struggle getting them all spayed/neutered.
    I continually have clients that reach out to me asking for local resources to help with feral colonies, spay/neutering their personal pets, microchipping and vaccinations but unfortunately have to explain how limited it is.

    Please address this deficit in our next contract with the Napa County Animal shelter. Specifically, please include in our contract:

    1) Spay/neuter surgery appointments dedicated to American Canyon cats -- currently we have zero guaranteed appointments for our community cats at the county's spay/neuter provider, Napa Humane. We request the new contract explicitly include guaranteed access of at least 2 days per month at Napa Humane, or similar access provided elsewhere, with vaccinations included as well.
    2) Free microchipping for pet cats and dogs to facilitate reuniting lost animals with their families. It would be ideal if this service could be provided in American Canyon on a regular basis. Microchips can be purchased in bulk for $5. Additionally, it would be great if our local Police Station is provided with a microchip reader so reunions can be expedited.
    3) Resources to support outreach and education to residents about spay/neuter and humane trap/neuter/return.
    4) Food donations from the city, and barrels where residents can donate, to help support existing community cat colonies in American Canyon.

    Mayor, Vice Mayor, and Council,

    Thank you for listening to us and bringing the Napa Animal shelter contract to council for discussion, instead of following your original intent of automatically renewing it. We realize in the broad scope of all the activities that our elected leaders and City staff undertake on behalf of the residents, the issue of spay and neuter was likely not on anyone's radar until we brought it up.

    The new contract is a renewal of the existing contract. Based on the experience we have gained doing humane trap-neuter-vaccinate-return in American Canyon as individuals in 2021 and collaborating as a group in 2022, breaking the cycle of breeding for 99 felines, we have found the current process is burdensome and discouraging to us and other TNVR volunteers

    To reach our shared goal of stabilizing and reducing the population of unhoused cats, we have reviewed the SCOPE OF WORK and itemized in detail our suggestions and areas needing clarification. You will find them noted in the following link.

    There is a real need in our city to control the cat population, and not enough resources to deal with it. I am very appreciative of everything the Napa County Animal Shelter does to help support American Canyon, CA. We need specific language in our contract renewal to close some gaps in the current process.

    1) Spay & Neuter appointments dedicated to American Canyon, preferably at least two guaranteed days per month, or similar access provided elsewhere, with vaccinations included.
    2) Free microchipping for American Canyon pet cats and dogs, as well as placement of chip readers with police and/or fire so reunions can be expedited.
    3) Resources to support outreach and education to American Canyon residents about spay/neuter and humane trap/neuter/return.
    4) Food donations from the city, and barrels where residents can donate, to help support existing community cat colonies in American Canyon.
    5) The uncontrolled feral cat population is also detrimental to the wildlife at the wetlands and all areas of American Canyon.

    Dear City Council,

    I have recently become aware of the growing need for spay/neuter for our community cats and microchipping services for American Canyon pets.

    About 2 months ago I found a young mom kitty nursing 4 tiny kittens, on the floor of an abandoned car, with a busted out window. I asked the people around if anyone was going to do something about it, and they just said “oh she finally had her kittens! There’s tons of these stays around here looking for water.” It became clear to me that they were obviously aware of the problem but were not planning to do anything.

    I started calling every shelter I could find info for, after being turned away by at least 5, I got a call back from a woman, Deassa who runs a pitbull rescue. She put me in contact with a volunteer trapper in American Canyon who was able to successfully trap the Mom kitty & her 4 Kittens. Another volunteer, a nurse in Napa, fostered the mom & babies until they were done nursing, then Deassa paid to have the mom fixed & she was returned where she was found. Fortunately she won’t be stuck in an abandoned car with another litter this time next year because with all our forces combined we were able to help her. Apparently a un spayed cat will be 32 cats within 17 months… crazy.

    Please address this deficit in our next contract with the Napa County Animal shelter. Specifically, please include in our contract:

    1) Spay/neuter surgery appointments dedicated to American Cyn cats -- currently we have zero guaranteed appointments for our community cats at the county's spay/neuter provider, Napa Humane. We request the new contract explicitly include guaranteed access of at least 2 days per month at Napa Humane, or similar access provided elsewhere, with vaccinations included as well.

    I am a resident, and my daughter is a volunteer feeder for the DWES colony. There is a real need in our city to control the cat population, and not enough resources to deal with it. I am grateful for everything the Napa County Animal Shelter does to help support American Canyon, CA, but we need specific language in our contract renewal to close some gaps.

This is a critical step in managing the cat population in this area.

    I am a resident and Trap-Neuter-Vaccinate-Return (TNVR) volunteer who strives to humanely control the population of unhoused cats in American Canyon.

    We have struggled this year with reliable access to sterilization surgery at Napa Humane, who is the partner in the Napa Shelter's TNVR program. At this point, we want to reiterate our appreciation for Napa Humane, and the tremendous demand for their sterilization services.

    We have worked hard and this year alone trapped 73 cats/kittens. It's been difficult, though, and our efforts are restricted because of the lack of sterilization surgery access. Last year, Napa Humane offered 10 walk-in spots for feral sterilization available daily; that was difficult but at least there was a chance. Currently, based on my personal experience with Napa Humane, there is no allocation of sterilization appointments for ferals; access is available only when there is a cancellation. I have been turned away and have watched others also get turned away. Napa Humane is doing the best they can. The demand is too great for them as well.

    We need a successful sterilization & vaccination program to reduce the number of unwanted cats, protect public health with rabies vaccination, and resolve nuisance behaviors associated with unneutered cats and corresponding complaints.

    We need a TNVR program that is not overly burdensome and discouraging to us and other TNVR volunteers. In the spirit of wanting the best possible program and outcome for our community cats, we strongly recommend including the following in our next contract with the Napa Shelter: Spay/neuter surgery appointments dedicated to American Cyn community cats -- currently we have zero guaranteed appointments at the county's spay/neuter provider, Napa Humane. Cats are having to receive spay/neuter services out of the area, including Richmond, Fresno and Modesto. We need to be able to take care of our own. Not rely on the thin resources of cities miles away. We request the new contract explicitly include guaranteed access of at least 2 days per month at Napa Humane, or similar access provided elsewhere, with vaccinations included as well. Having known sterilization dates allows us to plan our humane trapping accordingly, to minimize the inherent stress and risk of confining feral cats for an unknown period of time. Please remember we are volunteers, not an animal shelter.

    Dear Mayor & Council Members,
    I am a resident of American Canyon. having moved here 11 years ago from Napa. there is a growing population of cats in American Canyon .it seems like American Canyon is the dumping grounds. recently 2 stray females had their kittens in the bushes at my home..a lady passed away across the street, the house was sold and evidently she had been feeding strays and feral cats. I have 2 house cats spayed and neutered.All these cats came over to my home.I called the Spay /neuter clinic
    In Napa They told me Christmas .6 month wait.if all these cats were captured and spayed. ..9 babies wouldn’t be up for adoption. This is an easy solution ,spay and neuter the cats. The Napa humane society spay neuter is the answer , I have to say on another subject I haven’t seen any rats or mice, just cats walking a lover and new ones, on their own.and even on another subject ppl are not going to pay a vet, because going to a vet is almost $600.. Sure wish they had a mobile vet.just want to get these 2 momma cats spayed

    3) Resources to support outreach and education to residents about spay/neuter and humane trap/neuter/return. Clearly we need to increase the current education program about spay/neuter. This year, on American Canyon Rd, a large colony was abandoned, and 24 cats were eventually trapped; 5 were feral, 19 await adoption. At another location in American Canyon, a resident feeding a couple of cats saw that number grow to 19 cats. Note: These 43 cats, at only 2 locations, are not part of the 99 cats that we trapped.

    Furthermore, to assure the most robust and effective TNVR relationship between American Canyon and the Napa Shelter, we reviewed the SCOPE OF WORK proposed as the basis for the next contract renewal. What was shared in the agenda packet is actually our current contract. Given the changes that have been made, primarily the Napa Shelter has embraced "return to field" for friendly stray cats (i.e. spay/neuter them, and return them to location found, similar to TNVR except these are socialized friendly cats), there are areas of the contract that are outdated, too vague, or don't apply.

    We’ve provided our commentary on the SCOPE OF WORK indicating areas that need updating or clarification so that we have a true partnership in TNVR. A strong, clear, concise contract offers us the best possibility of assuring a successful sterilization program to stabilize and reduce the population of unwanted cats. We also encourage the creation of a city appointed TNVR position or committee of residents to collaborate with the Napa Shelter to accomplish our shared goal.

    Please bring an updated Napa Shelter contract reflecting our recommendations back for review and discussion. In addition to the contract updates, we would be grateful if a collection bin could be placed in City Hall lobby so the community can donate food to support our community cats.

    Dear mayor and Council members,

    My name is Nadia and as a resident of American Canyon, I am aware of the growing need for spay/neuter for our community cats and microchipping services for American Canyon pets. I have rescued many cats and kittens and have tried to find them homes and get them spayed and neutered all on my own with very low funds, and it has been so difficult.

    Please address this deficit in our next contract with the Napa County Animal shelter. Specifically, please include in our contract:

    1) Spay/neuter surgery appointments dedicated to American Cyn cats -- currently we have zero guaranteed appointments for our community cats at the county's spay/neuter provider, Napa Humane. We request the new contract explicitly include guaranteed access of at least 2 days per month at Napa Humane, or similar access provided elsewhere, with vaccinations included as well.

    2) Free microchipping for pet cats and dogs to facilitate reuniting lost animals with their families. It would be ideal if this service could be provided in American Cyn on a regular basis. Microchips can be purchased in bulk for $5. Additionally, it would be great if our local Police Station is provided with a microchip reader so reunions can be expedited.

    I have rescued three cats and two litters of kittens from around the area and have seen many brutal things happening to these kittens that are left outside. I’ve seen people around our neighborhoods go out of their way to hurt these baby animals and mutilate them! These cats are struggling, hungry, cold and in pain. Please help us make the difference and protect these animals. TNR works to keep these cats from having baby’s that will die before they even hit the age of two and living a horrible life outside, covered in fleas, ticks and catching illnesses that are painful.
