Good evening, Mayor and City Council,
I’m requesting clarification regarding the permanent “No Parking Anytime” signs on Rolling Hills Drive near The Ruins.
On July 19, 2026, at approximately 1:00 PM, and again on October 10, 2026, at approximately 6:00 PM, I contacted the American Canyon Police Department about vehicles parked in the restricted area during events at The Ruins.
Both times, I was informed that because the curbs were not painted red, officers would not enforce the posted “No Parking Anytime” signs and advised me to contact the City.
The restricted area appears to extend from the emergency-access sign to the stop sign, with permanent signs posted at both ends.
I’ve also noticed similar “No Parking Anytime” signs on Singer, Porter, and Encore, where parking restrictions appear to be enforced. I’m hoping to understand why Rolling Hills Drive is being treated differently.
I want to emphasize that I enjoy The Ruins and appreciate the events they bring to our community. I also respect our police officers and understand they’re following their guidance. My concern is simply about neighborhood safety, emergency access, and consistent enforcement of posted parking restrictions.
I’d appreciate clarification on the following:
1. Are these permanent signs enforceable without red-painted curbs?
2. Who authorized their installation, and what is the intended parking restriction?
3. Why does enforcement appear different from other nearby streets?
4. If the signs are enforceable, can the City coordinate with the Police Department to ensure consistent enforcement? If not, can the signs or markings be corrected?
I have photographs documenting these concerns and would appreciate a written response and an estimated timeline for resolution.
Thank you for your time and service to our community.
