This comment is regarding the GIV Property. The American Canyon Currant recently reported on the city council planning session where most, if not all, of the city council members agreed that a compromise is necessary with the development of this property. While direct acreage saved for conservation, was not addressed, nor any sort of plan discussed, I would like to recommend the following substantive paths be followed so the decision that is ultimately made, is based on solid facts. 1. The current value of the property is appraised. "As is, " A second appraisal be made for the property if it is prezoned for development. Both reports are open to the public.
2, The property be surveyed by wildlife conservation specialists from the Napa Land Trust to determine the acreage best suited for conservation. This would be assuming, of course, that a conservation easement would be placed on this land, even on a portion.
3. An independent environmental consultant, (soil, plant, animal) be brought in for a complete report on not only what is currently existing with this property, but also the impact on surrounding acreage if development moves forward. Soil testing should also be made in order to see whether the salt content has changed in the past five years, since the recycling plant water is no longer being used on the property. How will the the cumulative impact of environmental devastation and wildlife decline impact this area once the Buzz Oates project breaks ground directly north of this property.
Once these reports are completed, I also recommend that's when the actual collaboration can begin, bringing everyone to the same table for a public hearing and "working it out." Every aspect of this project deserves public transparency. The residents of American Canyon made their wishes known with Measure J. For this property to be considered for development, could be interpreted as a slap in the face of your constituency.
Mr. Gilbreth is seen by many as driven by financial gain, and the city councilmembers don't have background or knowledge of the environmental realities of this property and the impact of its development on the estuary and wildlife. Everyone should be looking at the same, factual information.
