The OSATS Commission can provide a valuable service to the City Council and the community by taking on the review of climate actions in the draft Regional Climate Action and Adaptation Plan (RCAAP) and determining which actions will give the City the best bang for the buck.
There is a new tool to help with this—Total Climate Accounting—which measures all climate forcers and calculates the amount of heat reduction occurring over time due to a particular measure.
The conventional climate accounting (using GWP 100 values) either undervalues or omits short-lived climate “super pollutants” and other key climate drivers like the reflectivity of surfaces. This has skewed results and slowed vital progress.
Napa Climate NOW! has given presentations on Total Climate Accounting to several members of the Climate Action Committee and would be happy to do so for the OSATS Commission. We want to make sure our decision-makers have access to the latest climate science so that our region can get the biggest benefit from local climate actions.
The “Napa County RCAAP: Greenhouse Gas Reduction Measures and Targets Technical Memorandum”, available on the Napa County Regional Climate Action and Adaptation Plan website, lists 18 quantified measures. These can be evaluated using the GHG emissions data from American Canyon to see which actions are most relevant. Total Climate Accounting will show which actions will give the biggest reduction in warming over time.
Napa Climate NOW! would be happy to provide a presentation to OSATS to inform their review of the RCAAP. The fastest way to take action on climate change is to decide which actions to take. That should be an OSATS priority for the 2025-2026 year.
