3.) Resolutions Recommending Two Ordinances Establishing Industrial Use Sustainability Standards and Green House Gas Emissions.

    Good evening, Planning Commission,

    My name is Allison Bencsik, and I am writing on behalf of Napa Schools for Climate Action (NS4CA). We are concerned regarding American Canyon's Industrial Green House Gas Resolution and Ordinance, which appears to have overlooked our net zero by 2030 target. While we acknowledge and appreciate the improvements made, they must align with the urgent action required by the draft Climate Action Plan, considering American Canyon's commitment to reach net zero climate pollution by 2030.

    In 2019, NS4CA worked with the Napa Valley Unified School District and passed a Climate Emergency Resolution, committing to achieving net zero climate pollution by or before 2030. The organization has since collaborated with elected officials in all cities, the county of Napa, and the Napa Resource Conservation District to achieve this goal on a larger scale, during which American Canyon passed its own Climate Emergency Resolution and committed to reducing emissions to net zero by 2030, while also evaluating all planning and policy decisions through the 2030 net zero pledge.

    I previously served on the American Canyon City Council Ad Hoc Climate Action Committee, chaired by Councilmember Mark Joseph. During my time, we developed a Climate Action Plan that identified thirty-four actions aimed at immediately and continuously reducing climate pollution. Later, in 2023, the committee passed on the climate action role to the Open Space, Active Transportation, and Sustainability (OSATS) Commission. Currently, I am serving as the Youth Commissioner of OSATS, and I am committed to keeping the 2030 commitment alive.

    Please remain a leader in climate commitment and sincerely pursue all possible means of cutting climate pollution according to our shared 2030 commitment.
