    In making future decisions on developmental projects in the City of American Canyon, I would like the commissioners to consider the following:
    According to CalEnvironScreen 4.0, the City of American Canyon faces the highest pollution burden of anywhere in Napa County. Its residents suffer more exposure to pollutants than 73 percent of the state, with exposures from traffic at the 83rd percentile. The City is situated in close proximity to major highways and industrial sites, resulting in heavy truck traffic and emissions that exacerbate air quality issues. The City has elevated levels of particulate matter, ozone and other pollutants. The continued building of warehouses and with them, the inevitable onslaught of diesel trucks will have a significant impact on local air quality.

    Also, please keep in mind the cumulative and compounded impact of these warehouse developments. The air quality, the emissions, the destruction to wildlife, the traffic congestion, the open space violations... they all accumulate as one project is approved after another.

    The mitigations in these projects are inadequate and unenforceable. Please read them carefully. What is often written into these agreements is not enforced. No one checks to see how long a diesel truck is idling, or whether a nest has been moved, or whether the fencing is installed correctly, or the construction dust is dampened and then removed.

    As you move forward on these sites, please also consider protections for wildlife including bridge crossings, night guards on all lighting, setting aside land on each project for wildlife, and only permitting native plants as landscaping.
