14.) Proposed Fiscal Year 2022-23 Budget

    I'd like to see funds regularly allocated for two items that I have spoken about several times in recent meetings. Both of these items will have an increasing demand as our city grows.

    1) spay and neuter services for stray and feral cats (guaranteed access for spay/neuter, not the hit or miss access in the current system). Without access for spay and neuter, the population of unhoused cats will continue to grow and become more problematic in the future. Many want to volunteer to help these cats but the city's contract with the county shelter doesn't give us any guaranteed access to spay/neuter services. Instead we're asked to trap feral cats and then gamble we'll be able to get an appointment for spay/neuter. I want to emphasize that it's just a single word "trap" but there is so much work behind that one little verb, and cats are very smart. Once trapped, it's nearly impossible to trap them a second time.

    2) traffic calming -- a regular budget item with pro-active management plan!

    As the organizer for the city's very first resident-initiated traffic calming project, we have learned a lot through this process. Our speed data indicates the pilot for the 500-block of Wetlands Edge Road has been a success, from a location where the majority of traffic was speeding and now the majority of traffic is doing the speed limit.

    Over 90% of south-bound traffic is doing the speed limit, and 75% north-bound, which is a fantastic improvement. We still have isolated instances of speeders, like a neighboring business, but it's less than 1% going over 35 mph.

    Please allocate funding for spay/neuter services and traffic calming.
