15.) Ballot Measure for June 7, 2022 Statewide Primary Election for the adoption of an Ordinance Establishing Term Limits for the Mayor and Members of the City Council.
I support term limits. I think this ordinance should be a combined one, so that term limits are applied to both the separate Mayor and Council member roles together. If they are considered separately, it may be that one passes while the other does not.
Ideally, I would like to see the Mayor as a rotating position among Council members, not a separately elected position.
I would like to see this ordinance consider districting. We currently have 66% of our City Council leadership residing in one subdivision.
Finally, while this ordinance cannot be applied retroactively, I would urge all incumbent City Council members, if it passes, to voluntarily abide by the limits. It can be very hard for a newcomer to challenge a long-term incumbent who has a stockpile of campaign signs, funding, and the advantage of being an incumbent.

I support term limits. Disappointed seeing that the current elected officials can get an additional 12 years in office if they want. I would also like the mayor position to be returned to a rotating position instead of a separately elected position.
Submitted by Joan Bennett: I am opposed to requiring term limits to council and mayor because term limits have a negative effect on voters voting for a preferred candidate. Choice is vitally important. Also, it has been my experience as a councilmember in the past that it takes a bit of time to grow into the governing system, there is always a learning curve for everyone.
Finally, it takes time to develop relationships that lead to good negotiations and policy making. Relationships should not
be under‐rated.
